International NGO seeks a national *Program Officer*. The primary
responsibilities will be to assist the Program Manager and Senior Project
Officer with the daily operation and implementation of IFES projects in
Indonesia. The position is Jakarta based and full time. Anticipated start
is 3 January 2012.

IFES is an international, nonprofit organization that supports the building
of democratic societies*. **IFES promotes democratic stability by providing
technical assistance and applying field-based research to the electoral
cycle in countries around the world to enhance citizen participation and
strengthen civil societies, governance and transparency**.* Founded in 1987
as a nonpartisan, nonprofit organization, IFES has developed and
implemented comprehensive, collaborative democracy solutions in more than
120 countries.

IFES is currently recruiting staff for a new USAID funded project, the
General Election Network for Disability Access (AGENDA), the IFES-led
consortium will seek to expand Indonesian disabled people's organizations'
(DPOs) regional leadership capabilities, develop new tools and partnerships
to monitor and raise awareness about disability access issues in elections,
and work to ensure that disability rights are squarely on the ASEAN agenda.
New and enhanced methodologies for monitoring disability access will
include regional indices and reports to regional bodies, and Network
findings will be shared with civil society organizations in several ASEAN
member states.



Responsibilities include:



  - Provide IFES Indonesia and partner organizations with advice on the
  full range of technical and operational issues related to the AGENDA;

·        Carry out regular monitoring of project and partner activities,
ensuring that all monitoring and evaluation data is collated and recorded
in the appropriate place and soft and hard copies of the data are
maintained;

·        Analyze monitoring and evaluation data against the Performance,
Monitoring and Evaluation plan established at the start of the program, for
reporting in IFES' quarterly, and annual and final project reports;

·        Support Program Manager and Senior Project Officer to make
recommendations as to areas where project activities might need to be
adjusted in light of findings from the monitoring and evaluation process;

·        Work with project partners to build their project monitoring and
evaluation, and administrative/management capacity and ensure that project
partners establish and implement an appropriate project monitoring and
evaluation plan with clear performance indicators;

·        Keep abreast of the latest developments in monitoring and
evaluation and working with IFES Washington to ensure consistency of
approach and ongoing implementation of monitoring and evaluation best
practice;

  - Proactively seek out ways to assist electoral partner organizations in
  all areas related to access for people with disabilities to elections;
  - Undertake assessments, research and write reports on issues related to
  the access for people with disabilities to elections, based on IFES and
  AGENDA partner experience and/or international best practice;
  - Liaise closely with CSOs in Indonesia and South-East Asia and support
  ongoing working relationships;
  - Coordinate the planning, administration and logistics for special
  events, trainings and workshops undertaken by the project;
  - Assist with the translation of technical documents from Bahasa
  Indonesia to English (and vice versa) in standard electoral wording, as
  required;
  - Report regularly on project activities to the Senior Program Officer
  and the AGENDA Project Manager;
  - Undertake other duties as requested/directed from time to time;
  - Travel as required.



Applicants should have:



  - At least 5 years or comparable of experience of working in
  international environment, ideally with significant experience in
  implementing democratic development projects and international program
  management;
  - Significant experience in the area of M&E;
  - Fluency in English and Bahasa Indonesia, both written and oral;
  - A high level of self-motivation and ability to work autonomously
  within a fast-paced environment;
  - Strong analytical skills;
  - Ability to take initiative and work within tight deadlines;
  - Basic computer skills (Microsoft Office Programs, Excel, Internet)
  required;
  - Experience with USAID funded projects is an advantage;
  - Excellent interpersonal and organizational skills and ability to make
  independent decisions;
  - A degree in political science or related field.
