Vacancies at Education Partnership - Performance Oversight and Monitoring

The Education Partnership Performance Oversight and Monitoring (POM)
program, an AusAid funded initiative, is seeking applications from well
qualified candidates for its nationwide education program. The focus is to
monitor and evaluate the contribution of interventions to school and
madrasah management and development. Some posts will be short term and as
project progresses some sill be extended. All positions are for Indonesian
citizens, ideally with University degree (or equivalent) and 10 years
experiences some of which with programs funded by AusAid or similar donor
organization. Most require fluency and ability to write reports in English.
Extensive Indonesia travel required.

INFRASTRUCTURE AUDIT OFFICER

**

The Infrastructure Audit Officer shall carry out audits relating to
Component 1 of the Education Partnership as part of the Performance
Oversight & Monitoring program. In addition the Infrastructure Audit
Officer may carry out assignments relating to other aspects of the
Performance Oversight & Monitoring program including impact assessments and
analytical studies as directed by the Senior Infrastructure Specialist
and/or Infrastructure Audit and Study Coordinator.

The duties shall include, but not be limited to:

1. This position reports directly to the Infrastructure Audit and Study
Coordinator. The Infrastructure Audit Officer shall carry out audits as
directed. The audits shall generally be related to Component 1 of the
Education Partnership. They include audits on Ministry of National
Education and Culture (MoEC) Internal Control and Compliance, District
Government compliance with the Memorandum of Understanding, School
Construction Quality, Compliance with Building Material Specifications and
School Construction Committee Financial Compliance.

2. To prepare and communicate audit reports and where necessary, exception
reports and critical issue reports.

3. Carry out and report upon field audits as directed. The audits require
a large number of field visits to remote locations throughout Indonesia.
These field visits require considerable travel and extensive periods away
from Jakarta. During these field visits the Infrastructure Audit Officer
shall be required to operate independently and work effectively and
efficiently as part of a small team.

4. Assist in the development and implementation of audit and other
monitoring tools.

5. Carry out field measurements using technical equipment and organise
external testing of materials as required

6. Contribute to the preparation and presentation of overall audit reports.

7. Assume any other duties as determined by the Senior Infrastructure
Specialist and/or Infrastructure Audit and Study Coordinator.

FINANCIAL AUDIT OFFICER

The Financial Audit Officer shall carry out and supervise financial audits
relating as part of the Performance Oversight & Monitoring program. In
addition the Infrastructure Audit Officer may carry out assignments
relating to other aspects of the Performance Oversight & Monitoring program
including impact assessments and analytical studies as directed by the
Senior Infrastructure Specialist and/or Financial Audit Coordinator.

The duties shall include, but not be limited to:

1. This position reports directly to the Financial Audit Coordinator. The
Financial Audit Officer shall carry out audits as directed. The audits
shall generally be related to Component 1 of the Education Partnership but
may include other Components of the Education Partnership. These audits
include audits on Ministry of National Education and Culture (MoEC)
Internal Control and Compliance, District Government compliance with the
Memorandum of Understanding, School Construction Quality, Compliance with
Building Material Specifications and School Construction Committee
Financial Compliance.
